Skip creating auto devops jobs for sast, container_scanning, dast, dependency_scanning when not licensed

This improves CI performance since we do not create a whole new job that
just exits quickly. This is important based on
https://gitlab.com/gitlab-com/gl-infra/infrastructure/issues/4907#note_104742212

Since we no longer maintain this separate repo we just needed to do one
final copy from there. See

Uses curl instead of wget on install_dependencies, as wget does not
support https through http proxy on alpine:latest

This commit extracts `kubectl`, `helm` and `codeclimate` versions as CI
variables.

`kubectl` changes from latest stable version to `1.8.6`, the other two are just
extracted in order to be easily updated; now we can also test tool upgrades
overriding CI secret variables.
