As mentioned in #973

Would be great to instead use base_path from gitlab.yml. This way we're not assuming Debian/Ubuntu.

I don't think we can change the path in public/githost_error.html since the environment (and thus our settings) might not be available. The first has already been fixed, so I'll fix the last one and close this.
