Minor: Issue: ability to notify 'Assigned To' user via email

It would be super-handy if the Issue 'Leave a Comment' section supported a checkbox that would email the currently assigned-to user. (in other words, another option besides 'Project team')
Today, I find the update process includes:
- uncheck 'Project team' (since team in our cases includes many people outside of the core dev team which need repo access, and this is spam for them)
- make comment
- manually email the assigned-to person and post the URL to the Issue, saying I made an update.
