Minor: Issue: ability to notify 'Assigned To' user via email

It would be super-handy if the Issue 'Leave a Comment' section supported a checkbox that would email the currently assigned-to user. (in other words, another option besides 'Project team')

Today, I find the update process includes:

  1. uncheck 'Project team' (since team in our cases includes many people outside of the core dev team which need repo access, and this is spam for them)
  2. make comment
  3. manually email the assigned-to person and post the URL to the Issue, saying I made an update.
