Comments on Commit Diffs within a Merge Request Don't Show in Summary or Commit Tab

Within a merge request, when I comment on an individual commit file diff, the comments are not registered on the main merge request comments view.
Additionally, those comments are also not registered on the summary view when looking at /project_name/merge_requests.
