2.9 minor: closing an issue via issues list does not generate 'issue closed' activity event

I just noticed that this sequence does not generate a 'closed issue' activity event (ie not reported on the activity page):

create an issue
go to the issues list
select the issue's checkbox. the 'update selected issues' line appears at the top of the listing
in the menu bar, change 'Status' dropdown to Closed.
click Save.

I you view the issue, you can see it is now closed. However, no 'closed issue' activity is reported in the activity page.
