Feature: Options for email

It would be nice to be able to configure what actions generate emails, both on a site-wide basis (in the Admin section) and on a per-user/per-project basis.

For example, I'd like to set the defaults so that all users get email notifications for pull requests and issues, but not for commits, teams, etc.

I'd also like to disable sending emails to new users, etc.

But, it would be nice for any user to be able to modify these preferences for their account or for a particular project they are part of. For example, a developer may wish to receive commit emails for one project but not for another.
