Change criteria for "active" milestones

At the moment, a milestone disappears from the active tab as soon as its due date has expired.
In my opinion, this should rather happen once all issues belonging to the milestone in question have been resolved, and not be solely based on a date.
A good example is a milestone that is behind schedule and has surpassed its due date. It is still actively being worked on, but would currently only be displayed under the "All" tab.
