Merge request comment notification option

The merge request window is missing the notification option to notify: the user assigned to the merge the user who opened the merge
This means when these two people are discussing the topic, there is no notifications, unless they notify the entire team.
(These options would be displayed similar to the way they are when commenting on a specific commit)
