Make the gitlab:app:status task more useful

The checks in the gitlab:app:status task should be more fine grained and also offer commands for fixing a failed test. This should help make configuration errors more obvious and help encircle and identify issues more accurately.

The Trouble Shooting Guide may be a good starting point for what to check for specifically and what remedies to offer.
