Update the charlock_holmes gem

the current version of the charlock holmes gem is trying to access the wrong libicui18n.so file, ie, it's trying to access libicui18n.so.49 when the current version is libicui18n.so.50. Fixed it temporarily by creating a link with ln -s. Using the stable release. Also solved in the master branch, not stable though.
