Use sha instead of Issue, Merge Request DB id for referencing and navigation

we have shared ids over all projects. When I create a first issue for project it can be 956.
So I propose to use hash over id. like Issue #65asd312 instead of 789
And access issue like project/issues/104ab42f11 instead of id
