allow admin to pick from all possible namespaces when editing a project

As an admin when editing a project in the admin area, it would be great if the namespace dropdown showed all possible namespaces that could be used, or the namespaces of those assigned to the project.
Right now when editing projects I just see myself, it would be useful even if it showed myself and the project owner.
