upgrade to 3.1 issue - Pending jobs on post_receive

hi, had upgrade to 3.1, and follow the step. now found : Pending jobs on post_receive is 42
PostReceive ["ark", "0000000000000000000000000000000000000000", "cce13d24b3bf4920f24d56988a35eac2d49476aa", "refs/heads/develop", "liuyong_etonetech_com_1351870756"]
and delete project got and 500 error.
is there sth wrong? how to check the post agent is working?
