[Feature Request] multiple assignees, from different teams for the same issue

Hey guys and girls, I just wanted to ask for a feature, as it becomes apparent that due to our structure we need to assign certain tasks and issues to multiple persons from different departments it would be cool to have a feature where you are just able to assign to multiple people. I don't want to make it too complicated, however a structural referral would be even better. So, e. g. Paul makes a change to a certain issue, and closes it. He's only an Developer though. Now Tim has to look over it again in order to determine whether or not it is okay to be closed. Because he is the Head of that departement and thus the responsible entity in getting it done right.
