Feature Request # admin announcement system

I feel need to have a common place from where admin can send announcements to users of all projects.
Right now every time I update gitlab I go and write on wall of each project thereby informing users by email. Sometimes it is necessary to restart server which also requires posting some kind of announcement.
I feel it is good if announcements are recorded on wall and at the sametime the process is convenient for admin to do so from a common place.
