Have to run resque.sh after a restart

Whenever I restart the gitlab service I have to run ./resque.sh to get Resque working again. But in doing this it creates a new worker every time, so I am now up to 5 when I barely need 2! Shouldn't it work again itself on a restart or is there a cleaner way of re-enabling it?
