webhook not firing

I've upgrade gitlab from version 3 to 4, webhooks were not triggered after push into repository, so i managed totally fresh install of gitlab 4, but still webhooks are not triggered. It is worth to mention that 'test hook' works as expected. There are no errors in logs and post-receive hook works.

It seems that similar problem (with both versions) was reported on google groups but with no answer.

I'm pretty new with gitlab and totally noob with ruby, if any additional information will help solve this issue, i'll try to do my best.
