[FEATURE] mail notifications rules

Today I added a comment to a merge request that was assigned to me. I unchecked the "notify project team via mail" checkbox, because not everyone on the team will be interested in this particular merge request and my comment on it. I would have expected that only the team member that opened the merge request get the notification mail. But he did not. So this means your choice is to always notify everyone on the team, or nobody. But I think at least the author of the issue/merge request/comment/whatever I am adding a comment to should be notified. This, plus probably the possibility to select particular team members that should get the notification. Is there something planned in that direction ?

(I originaly posted this to the gitlab google group. But I was told that this proposal would be better placed in a github issue.)
