rake task "gitlab:import:all_users_to_all_projects" not working in 4.1

Hi!

I'm using your stable release 4.1 and I've tried to add all users to all projects with the corresponding rake task gitlab:import:all_users_to_all_projects.

But I get the following errors:

$ sudo -u gitlab -H bundle exec rake gitlab:import:all_users_to_all_projects RAILS_ENV=production
