Did I get wrong configuration with LDAP ? the user of LDAP login use common namespace.

I have setup an gitlabhq for my company code host, and configurate it's login with LDAP that company's exist user system.
When projects more than 10, and normal user can't create the project, even he does not have 10 projects enough.
I tracking this found they use the same namespace, that will useful project create power validate.
