500 error after creating user

500 error after creating user

I know, that there are many similar issues. I looked at them, but none of the solutions work.

After saving new user I have 500 error.

sudo -u gitlab -H bundle exec rake gitlab:env:info RAILS_ENV=production

I've tried also with Ruby v1.9.3p327, same problem. My Gitlab installation was migrated from 3.x.
