[Feature Request]: Notifications to project team

Created by: manfield

It happens to have different developers, dealing with specific tasks or part of the code. Sometimes they have different expertise so they work at different levels. When I assign an issue to a developer I'd expect the notification is sent to that developer only and not to the entire project team (at least having the possibility to check for sending to the entire team). The same when developer closes or change an issue status. Only the creator should be notified (at least having the possibility to check for sending to the entire team). That's because members that receive notifications, and are not involved, lose their time checking the issue.
