Admin access to API

It would be really handy if when accessing the API as an admin user you were able to manage everything, projects that are not your own etc.
This is particularly useful in combination with system hooks - I have written a script to automatically add all our testers to new projects, and project hooks for our CI, but it doesn't work because there is no API key that can add these things to all projects.
