Consistently display actual datetime as tooltip for commits

When viewing either the dashboard, project dashboard or profile history, it would be nice if you could see the actual datetime that the commit was made as a tooltip if you hover over a fuzzy datetime string (e.g. '3 days ago').
Currently this behavior already exists for the fuzzy datetime displayed when viewing an individual commit and it would help if it was applied consistently throughout the UI.
