Delayed emails and repo changes 4.1

Just a problem that I noticed in 4.1-stable( I don't know about the other branches) the emails are delayed until the service starts up or restarts. Along with if repos change namespaces it is delayed and the emails do not go out until the Gitlab service restarts.
