Making a project public fails but gives no error message when you're not owner

Version 4.1.0 If you are not owner of a project and you attempt to make it public (ticking "Allow public http clone"), the option appears, you can click save and the message pops up saying "Project was successfully updated." however, if you go back into the project the option is unticked for "Allow public http clone".
I'd strongly suggest allowing a class of people to make a project public. Especially in a group where a number of people "own" a project or should have full control of every project in the group.
The alternative at the least would be to specify that you cannot, in fact, change the permissions either by giving an error or marking the option is untickable with an error message saying you are not owner (as opposed to just removing it - and having people think they just can't find the option)
