Non admins cannot add projects to unowned groups

Title says it all, but setting this up in my companies environment and adding users as they come, groups could probably use user permissions that allow certain users to create projects in that group. I don't want to have to create a group for each of the 30 developers we have every time a new project pops up. Teams makes sense, but also forces a user to be a contributor on all projects in the team even if they aren't a developer on that project.
