Add default settings for things like Merge Requests & Wall

With my companies local install we don't use things like the Merge Request / Wiki features. It would be nice to set the default for these sort of features in the config.yml file. Especially for the merge requests since those Satellite repos take up a ton of space on our server. It would be great not to have those created by default.
