State is invalid

I get state is invalid error when trying to update a user.
I get state is invalid even when no changes are done.
Most likely relevant is:
- I can't use autocomplete on any user besides myself.
- I see no users in /admin/users besides myself.
- I can access /admin/users/:username directly.
- I see the right amount of users in /admin.
- I see all latest users in /admin under Latest Users with proper link.
