Current libv8 and therubyracer dependent versions prevent functioning on FreeBSD

Bumping the versions to 3.11.8.17 and 0.11.4 respectively in Gemfile.lock resolves this issue and everything builds fine. The problem was corrected upstream in the 3.11.x series somewhere.
