Gitlab doesn't create Git repositories when starting a new project

It seems that in 5.0, there's a problem between Gitlab and Gitlab Shell which causes Gitlab to be unable to create actual repositories when creating new projects. I've checked out my permissions and everything seems fine. The issue seems to stem from the fact that Gitlab requires Gitlab Shell 1.1.0 and no later, despite the fact that later versions fix important bugs, allowing self-signed SSL certificates.
