Users cannot create their own accounts

In the spirit of user-centric github or gitorious-like functionality, it would be great if users could register themselves on the site. Right now, that functionality is limited to admins. This is good from a security standpoint, but it raises the bar on participation by other developers by requiring an extra step (and possible bottleneck to the process) by relying on a third party (the admin) for access.

We are attempting to grow a developer community, and would like to reduce the barriers to participation as much as we can. Is this something that can be considered?
