Reporter User unable to see or add Issue Comments

I have one user tell me that his Reporter-level user account is unable to see any comments attached to issues on the repo that he is a member of. Also he cannot see the input for adding a new comment.
You can see this on the attached screen shot.
I tried it with a different user of same permission level, but there I had problems.
