[5.x] Submodule visibility completely gone

Created by: Philzen

In versions 3 and 4 - although the link on them led to 404 (#635 (closed)) and they are still invisible in the commit/diff views (#1494 (closed)) - i could see the submodules entries when browsing through the files. Now in my current 5.1 installation they don't appear in the directory listing at all.

Nearly all my projects heavily use submodules, as it currently poses the only practical way for me to define dependencies (including versioning) to other projects. So it'd be great if gitlab could finally be nice to submodules :)
