Satellite folders not created for new projects

I'm running 5.1.

If I add a new project, it works fine. I can push and pull. But push messages don't show up in dashboard with symptoms exactly like #3594 (closed). This installation is the same as the one in the referenced bug.

However, for these new projects, the problem is not that the hooks were old, it's that the project's satellite folder isn't getting created automatically. Everything works flawlessly after running gitlab:satellites:create. I just don't want to have to run that every time any user adds a project.
