Dashboard comment and issue text truncation breaks links

If a user enters a comment on an issue with a link and the link text happens to be partially truncated the link breaks.

- Comment on the issue with

Notice that clicking the link tries to bring you to http://goog/ which does not exist, even though the text is truncated the link should still work.
