Proposal: make 5.3 bug fix and stability improvement release only

There appears to be a lot of lingering bugs affecting many people. I think we need to take a step back from adding new features and focus on fixing bugs. There is 67 pull requests and 387 issues almost all of which have been updated in the last month in the gitlab core itself not to mention the many dependencies such as gitlab shell. This issue could be used as a starting point to reference the most important bugs and pull requests.
