New Branch Name missing from dropdown list in many areas of the app

Summary: When creating a merge request, new branches do not appear in Select Branch dropdown

Steps to reproduce:

  1. Create a new branch locally and push the changes to origin.
  2. In Gitlab under project home, you'll see message "You pushed to Branch at Project 18 minutes ago. Create Merge Request"
  3. Click on the Create Merge Request button
  4. The From Branch drop down menu will be empty, it will not have the name of your new branch.
  5. In Javascript Console, you'll see 404 exceptions.

Same is also true for the branches dropdown that shows under Commits tab.
