Hi, when other visit the repos in the "public area", they can not see the "Files" tab. However, people can clone and manual craft the URL.

e.g. The public repo URL is GL_PREFIX/hupili/test/ and you can view files GL_PREFIX/hupili/test/tree/master.

Is it a missing tab or is there any design considerations?
