Random inability to auto merge merge requests

In our system we regularly keep getting the "This request can't be merged with GitLab. You should do it manually" message. The diff is very small as you can see below and I cannot see at all why it is failing to merge. It merges perfectly fine when I do it locally. What other reasons could there be for it not being able to merge, other than a conflict?
