Allow customizing issue label colors

Currently the issue labels and their colors are hard-coded in https://github.com/gitlabhq/gitlabhq/blob/03441769dfc09776eb8511275a3f492ded1a7c42/lib/gitlab/issues_labels.rb. It would be much better if these label assignments are customizable.
