Users cannot assign issues to themselves

The workflow at our firm is like this:
- I create a bunch of issues, not assigning them to anyone in particular.
- A developer comes along and starts work on an issue, wanting to change ownership to himself.
I'd like to be able to let my users do this, but it seems that the only way to enable this is to make them a project admin. Is this intended/the best idea for permissions in GitLab projects?
