Break Public access projects into parts.

Public access:
If checked, this project can be cloned without any authentication.
It will also be listed on the public access directory.
Any user will have Guest permissions on the repository.TO: Default public user permissions: [combo box of permissions] [none] - don't list on the public access directory. [guest] - show only wiki and tickets, don't show or allow file/repo access from GUI [reporter] - ...
[checkbox] Anonymous repo access. Anyone with or without a user can clone the repo but cant push.
