Cannot transfer project to another user

Summary
Using 5-4-stable: I'm trying to transfer an existing project to another user using the transfer option in the project's settings as an administrator.
However, only namespaces and my own user show up in the dropdown.
Is it on purpose that it's not possible to transfer projects to other users, am I doing something wrong, or is it a bug :) ?
Steps to reproduce
- have a gitlab setup with multiple users
- as an administrator try to transfer a project to another user in the project's settings
- search and dropdown will only show other namespaces and your own user
Expected bevahior
As an administrator I expect to be able to move projects among other users.
