Reference to "Create teams" in new user panel

Summary: A reference to "allow create teams" occurs in the new user panel even though the team feature has been removed in version 6.0.
Steps to reproduce: Create a new user: https://gitlab.atomicobject.com/admin/users/new
Expected behavior: The "allow create teams" option should not be present.
Observed behavior: The "allow create teams" options is present.

Output of Checks: Passed cleanly with no errors.
Possible Fixes / Comments: It seems that this option should no longer be available now that the teams feature has been removed. If it is supposed to be present, what effect does it have? It seems confusing as there is no reference to creating teams anywhere else.
