API bug user can't move project to group when owner

I encountered and issue when using the API in gitlab. A user can create a project using the API but it can't move a project into a group even if they're the group owner. A user must be an administrator in order to move a project at all.

I think the behavior should be similar to the web interface. If a user can move a project into a group from the web interface they should be able to do it through the API without the need to be an administrator in GitLab.

HTTP Response 403 Unauthorized but works when user is an administrator.
