Responsive Layout

I saw a previous issue that was closed regarding a mobile layout (utilizing bootstrap's responsive design). I just installed the latest stable version and it seems that even though some elements are responsive, the overall design isn't fluid. It would really be awesome to use this with ease on my mobile device.
