Upgrade 5.4 to 6, New Project namespaces missing

Summary: After upgrading from 5.4 to 6, the existing groups do not show up and can't be searched for when selecting a namespace for a new project. Groups that were added after the upgrade show up in the namespace list.
Steps to reproduce: Go to New Project Menu and dropdown the Namespace list
Expected behavior: All groups that show up in the admin section should be selectable as a namespace.
Observed behavior: Only the owner namespace and 2 groups that were created after the upgrade allow a project to be added.
