The Owner permission for Group cannot be removed

What's wrong

Observed : I's impossible to "un-own" the user from a group. If you change an owner to someone else using the "Change Owner" button, the previous user still has the Owner permissions.

Expected : The Owner permissions should be either removed immediately on changing the owner or there should be a possibility to remove the permissions (at least by GitLab administrators) manually.

To reproduce :

  • Create a group G with user A as owner
  • Change owner of group G to user B
  • Change owner of the group back to user A
  • user B is still marked as owner and it's impossible to change his/her permissions
