[GitLab 6.1] Masters of projects cannot edit the group members

Lets take an example:
We have Group "Group1" with 1 project "ProjectA". User "User1" is owner of the group "Group1". User "User2" is master of the project "ProjectA".
Why "User2" cannot edit "Group1" members ? It seems "User2" can only edit "ProjectA" members ?
